Why aren’t all electric charging stations the Level 2 type?

A level 2 type charging station is used at consumer’s homes as it only provides a 240 volt system.  Level 3 charging stations are used at public charging stations (sort of like a gas pump) because they provide 500 volts, but some public stations use both Level 2 and 3 stations, some cars may not be able to use level 3 stations.  Level 3 stations can charge faster than Level 2 stations.
