Because it’s easier to criticize and find problems than it is to state things productively. Remember, no matter how much good legislation can cause, it can also royally muck things up if orchestrated incorrectly. Though I don’t agree with the opposing stance, the reality is that Waxman-Markley can potentially have some detrimental economic effects, which is something that concerns many people more than the environment does.
