Why are there so many permits involved when building a solar farm?

Building permits are a way for cities, counties, and other locals to regulate construction and gather revenue. Construction of any kind can have a negative impact on the environment and the permitting process allows governments to vet contractors, building plans, etc to decide if a particular project is right for their community. Solar farms require a great amount of space and could be considered an eyesore by some.
