Why are there so many offshore oil drills in sight of famous tourist beaches? Doesn’t this seem like the kind of thing a NIMBY movement could easily defeat?

There’s a lot of money in oil, and states tend to like the revenue offshore drilling generates. And rigs have to go where the oil is. In the case of California, at least, many of the oil rigs existed before nearby beaches became popular tourist destinations.
