Why are there so many antelope in Montana but not California?

Antelope are actually native to Africa and Asia, and are not native to North America. So all the antelope in the U.S. have been imported primarily for game hunting. Antelope are also native to savoannah habitat which is similar to the grasslands of eastern Montana. So, overall Montana is better suited ecologically for antelope, and it also simply has more open space than California does to support a grazing animal such as an antelope.
