Why are there exponentially more black bears in California now than there were 20 years ago?

From the article: “In 1984, there were 4,080 American black bears in the state, according to Fish and Game statistics. By 2008, the number had grown to 37,518, officials said.

    Black bears were game animals and often poached in the earlier years. Since the early 80’s, this hunting has been greatly regulated and management and monitoring this species has increased. This has lead to their population increase.
