Why are some saying the EPA misused the Clean Air Act in their greenhouse gas report?

    I would like to know where you read this, so I can properly understand the question. Restrictions under the Clean Air Act were loosened when George W. Bush renewed the legislation. He also refused to allow the US government and the EPA to certify that carbon dioxide is a greenhouse gas. If since then, a greenhouse gas report was said to misused the clean air act that could be why.
