Some people believed more should have been done at the Copenhagen conference instead of loose guidelines and no binding contracts signed. However, these people do not understand how global governance works. Any time you are considering global powerhouse countries agreeing to something that might challenge their autonomy, there is a long process of negotiations before any agreement can be reached. People should be happy that all of the worlds powerhouse countries (EU, US, BRIC countries) were in attendance and all admitted to the problem and agreed something should be done. Thinking some sort of binding contract would’ve been signed by all of the worlds nation at Copenhagen was very wishful thinking.
