Why are some cities so much more bike friendly than others?

    There are generally three elements that lead to a bicycle-friendly community:

    1) Bicycle activitist — a commited citizenry willing to commit the time and energy to highlight the importance of having a bicycle-friendly community.

    2) Political leadership — policy makers who are willing to set the priorities and find the money that enables a community to implement a program that make the community bicycle-friendly.

    3) Planners, Engineers and Project Managers with the skills and knowledge to implement a truly bicycle friendly infrastructure.

    A weakness in any of these can undermine the success of the endeavor.
