I would guess that ferries are cheap because they are able to carry large numbers of people with relatively small gas, maintenance and employee costs. Ferries don’t take that many people to operate, perhaps just a captain a ticket collector and a few deck hands. They move so slowly they don’t use an exceptional amount of gas. There is not much competition along ferry routes so companies don’t have to bother with advertising or making their ferries especially customer friendly with refreshments or cushy seats. Basically, they are low cost to operate (especially relative to airplanes) and so they are low cost to ride.
