Why are the rules on international pet trade so forgiving?

    It appearss that the rules on international pet trade are lax due to the lack of a uniform law.  In terms of turtles, the Turtle Defense International states that there are only some states in the US that restrict the transport of native turtles, so these laws are bypassed by transporting them to another state without these laws.  Also, the only written laws on the transport of turtles are set by the International Air Transport Association, which is a self-regulating agency, leaving them very little incentive or enough manpower to enforce these rules.
