Why are energy projects taking a while to get stimulus funding?

The government takes a long time to do things. The federal funding first is getting funneled down to states where they in turn will put money into hopefully the right programs. There are many grants for government money that are accepting proposals for state energy sector partnerships that deal especially with green job training and similar things. It will then take time for those programs to get up and going. The government has a lot of requirements and paperwork so it takes a long time.
