There are several reasons. First of all the poorest people will not be able to afford to relocate, to become climate refugees, and even if they do relocate, they will have no money to get back on their feet again. If climate change affects crops globally and food prices rise, the poorest people in the world are going to suffer the most. Also, they probably will not be able to timely respond to natural disasters due to the fact they will not hear about them via TV or radio because they cannot afford to own one. So really, the poorest people will be affected the most.
