I honestly have no idea, but here’s what I suspect:
-There’s something to be said for the act of buying something. For some reason, I think a lot of people prefer to buy a bottle of water (and justify it somehow) than to drink at a water fountain, or a sink.
-Tap water tastes different, so people might tend to think that means its bad, or has chemicals in it, and bottle water tastes purified. So people either reject tap water based on its flavor or the belief that it is somehow contaminated, which it isn’t.
