Why are people against the climate bill?

Economic reasons, basically. People do care about the environment, but it taxes a variety of businesses, which will more likely than not reduce the overall GDP. In a recession, people are even more concerned about their wallets than usual, so that’s about the size of it.

There are also some international issues regarding emissions standards that would place huge tariffs on Chinese and Indian imports, in particular, which could spell disaster for some sectors in all three economies. Obviously, this being where this is, my opinion is that those damages can be circumvented and even if we receive them it’s worth it in the long run, but from the immediately pragmatic standpoint it seems like a dangerous change.
