Tap water can be very contaminated due to industry, agriculture, and general pollution and runoff. In 2005, the Environmental Working Group found 260 contaminants in water in 42 states with more than half without regulation.
I can only imagine these numbers and densities to be greater as time goes on, due to a lack of regulation.
The key is that tap water is not pure water. Along with the source of the water, the unregulated purification, and lack of regulation, the water also may be running through pipes that are old and leak chemicals like lead.
