Why are European truck manufacturers apprehensive about the EU’s CO2 curbs?

The carbon dioxide curbs are designed to cut emissions by 20% by 2020. The regulations already are cutting van and small truck emissions to 175 grams of carbon dioxide per km, and it is believed that similar measures will be enforced against the large trucks. However, the manufacturers believe that these upcoming expectations are unrealistic. They currently do not have the technology to cut back emissions by that much. This would harm the industry and put manufacturers out of work, along with the around 250,000 people employed by that industry.
