Why are desalination plants so expensive to make?

    Desalination plants are expensive to construct because of the steps required in desalination.  First of all, desalination plants would be most effective if closest to the saltwater supply (coastal, oceanfront, inshore).  Secondly, plants required various filters and technology which comprise of the 44% of total cost going to electricity use to power devices such as pumps, reverse osmosis filters, boiling for distillation and such.
