Denmark is a social democracy which means Danish people typically pay about 60% of their income to taxes. This means that the government has great funding for green projects. Furthermore, Denmark is a very small homogeneous, non-violent culture which means there aren’t as many problems in their society (I’m being very generic here, sorry, but I studied in Denmark for 5 months and this is the easiest way to say it). It also doesn’t hurt that Denmark is perfectly situated for wind power.
