This is all a game of politics. The original guidelines were that any company emitting over 25,000 tons of carbon would be regulated but now it has been moved up to 75,000. There has been a huge push back from some congressional members because they believe the bill will force large industry into retrofitting and now is not a time of great extra money. There are of course others that are fighting towards climate control, but it is looking dim because most of congress is prioritizing “supporting the economy” over climate change mitigation.
