Why are oceans blue but water is clear?

The ocean water is primarily a reflection of the color of the sky. The ocean is blue during the day and blackens at night when the sky darkens and doesn’t distribute the light from the particles in the atmosphere. Water can also vary slightly from the blue based on the ecosystems below the waters and the amount of bacteria or pollution there.
