Who was the first president to acknowledge climate change?

Interestingly, George Herbert Walker Bush does admit in 1992 that there are global environmental concerns and agrees to that year’s Earth Summit. He is quoted as saying, “Today’s environmental problems are global and every nation must help in solving them,” The Kyoto Protocol is the only global treaty which has binding emission limits. Considering that the Kyoto Protocol remains unsigned by the United States it could be said that NO president has acknowledged climate change.
