Who spends the most money on the environment?

The biggest spenders are governments. The US government is probably the biggest spender by virtue of its wealth and vast land that it governs over. The government pays for national parks, a variety of agencies (like the Environmental Protection Agency and the Forest Service), and protection for endangered species, to name just a few. More recently, the government has been legislating new laws for expanding renewable energy, energy efficiency, and carbon sequestration. Direct subsidies for these technologies is also being given out, often as part of the stimulus package.
