If you are refering to prescription drug use, then I believe that there should be shared responsibility among the abuser, the manufacturer, and the distributor. If we are talking about illegal drug use, then I believe that there should be shared responsibility among the abuser, the distributor, the community, and all levels of government from the those that are formulating policy pertaining to illegal drug use and local authorites who are in the postion to enforce these guidelines.

Everyone is responsible for drug abuse.  Social conditions often lead to drug abuse.  Situations in the home such as sexual, physical, or verbal abuse may lead some youth to drugs.  Moreover, conditions of poverty encourage drug use.  There is a high correlation between the extreme poverty in urban ghettos and Native American reservations and drug abuse.  This statistic causes many to believe that drug abuse is the end result of societal negligence, alienation, or exclusion.  While we all are responsible for these conditions the government is directly responsible for the conditions on  reservations because reservation programs are funded by the Bureau of Internal Affairs and Land Management.
