Blame could be assigned to a number of different parties. Consideration surely has to be given for the travelers because without them, the plane wouldn’t have any reason to fly. I would say the majority falls to the airline company. Even if it crosses international waters, the same company still owns the plane and the responsibility for its toll on the environment. It’s kind of a chicken and egg question but more than one party bears some of the responsibility.
