The LEED rating system, which determines green building standards- is based on a broad-based consensus approach. The decisions are made by various committees composed of an array of experts from the building industry who are elected to their position. The committee members bring their universally understood ideas together in the balanced format. As the USGBC website explains, “LEED Committees have primary responsibility for the development, implementation and revisions of LEED.”
