Who regulates green house gas emissions?

So far, no political body has effectively regulated greenhouse gases. But the Environmental Protection Agency is expected to act for the first time to regulate carbon dioxide and other greenhouse gases that scientists blame for the warming of the planet. The EPA is currently deciding whether carbon dioxide counts as a source of Significant Deterioration, which, according to the agency, applies to “new major sources or major modifications at existing sources for pollutants where the area the source is located is in attainment or unclassifiable with the National Ambient Air Quality Standards (NAAQS).”
