Who protects rivers?

    The Environmental Protection Agency is charged federally with helping protect waterways (the first link below gives one example of protection efforts by the EPA). Citizen’s groups, organizations, and committees in individual cities also take part in this work, as the EPA can’t be everywhere at once and laws against polluting rivers are difficult to enforce.
