No one, really. Everest is on the border between Nepal and China, so it’s in unclear territory. Also, ever since it has become realistic to summit the mountain, more and more people have been littering on the mountain. The camps are covered with waste: cans, ruined gear, food, human waste, and also bodies. Since it’s difficult enough to be up there with a minimal amount of stuff, no one really cleans up after others and usually not themselves.
