Who pays more for water: agribusiness, or individuals?

    In the state of California, water is largely subsidized at the taxpayers’ expense.  This is a critical time for reform.  Farmers have paid a rate of three dollars and fifty cents per acre foot for over a generation, whereas urban residents pay well over a hundred times that amount.  The situation is described as “corporate welfare”.
