Who owns the tar sands oil fields?

There are many oil sands, or tar sands, throughout the world. The two largest reserves are in Venezuela and Canada. The US, Russia, and the Middle East also have large deposits of oil sands. The Canadian Athabasca oil sands are estimated to contain 1.7 trillion barrels of oil waiting to be extracted. New technologies are allowing for the oil sands to be extracted profitably. This is not exactly the road we need to head down, however, given that it is already difficult enough for the US and other world powers to wean off oil anyway.
