The Minerals Management Service is in charge of making sure that oil drilling is done in a safe manner. Up until recently, the person in charge of that was Elizabeth Birnbaum. However, under a lot of pressure, she recently resigned from the post, and now Michael Bromwich is in charge.
Onshore in the US it is usually state regulatory agencies that oversee oil exploration and production, not the MMS. They cover federal offshore properties.
