Who monitors how oil spills are cleaned up?

    In the United States, the EPA spearheads all major environmental initiatives including oil spills. Other countries have their own environmental agencies similar to the EPA, and if there is a spill in international waters, the UN would likely be in charge of monitoring oil spill cleanups. (I am not saying these government agencies fund the cleanup, they usually hold the polluting party financially responsible for most if not all of the cleanup costs).
