Who makes packaging standards?

There is no organization or office in government charged with ensuring responsible packaging standards, other than that materials used are not toxic to humans. Wasteful packaging has become the norm for many products, and the consumer is charged with making environmentally responsible choices. The Packaging Standards Council was operational from 1992 to 1996 but worked only to advise and advocate on responsible packaging.
