Who investigates the EPA to make sure they are following all of the rules?

    I think you may be a little confused with the role of the EPA.  The EPA is the organization that acts as the regulatory entity making sure that other organizations are following the rules.  In reality, they set the rules based on scientific data to ensure environmental and personal safety for American citizens.  Now, if you’re asking a sort of “who watches the watchmen?” type question, I think that may be a realm reserved strictly for conjecture.
