Carbon credit prices will be set by a free market. Companies will sell carbon offsets at as high a price as they can. In the US, where the CCX is voluntary, the price of carbon is low since it is not a hot commodity to have. Companies do not even have to worry about accounting for their emissions. In Europe, where the carbon market has been in place for years, the price of carbon is high. This information comes from the book An Inconvenient Truth.
