Any new environmental policy (if that’s what you are asking about- “services schemes” is rather vague) in the US is usually paid by taxes on whatever industry it is affecting or trying to change. Another way to “pay” for environmental policies is the EPA’s cap and trade program, which aims to reward innovative companies which emit carbon below the limit, and make less-efficient companies pay extra taxes for the carbon they emit. The extra taxes gathered are used to continue funding the program and reward those businesses that maintain efficient standards/
