The US Department Of Energy and the Environmental Protection Agency. These cabinets are most involved with climate change and emissions. Currently the head of the US Department Of Energy is Steven Chu, a scientist who won a Noble Prize in Physics in 1997. The head of the Environmental Protection Agency is Lisa P. Jackson, a chemical engineer, who worked for the EPA for 16 years prior to getting promoted to administrator.

While they may decide the plan, they do not decide the legislation.  Congress will pass any laws, and unfortunately there are many politicians, and lobbyists, who are against regulation and the changes that come with making environmental policy.  Still yet, there are those politicians who do not believe in climate change and make no effort to promote policy and instead block climate change legislation.
