California’s water distribution falls under a dual system. Riparian rights give landowners the superlative rights to any body of surface-water their land borders. The second category is Appropriative rights; these are claimed by putting a water source to good use. Additionally, Spanish and Mexican pueblos are granted water rights. The State Water Resource Control Board has jurisdiction over water rights.
