Who decides when and for how long to lower flags to half mast?

    It depends on which country’s flag is being flown at half mast. In Canada, the decision is made by the Department of Canadian Heritage. In China, the State Council makes the decision in accordance with Chinese National Flag Law. In India, the flag is only flown at half mast to acknowledge the death of a Presidnt, Vice President, or Prime Minister. In Saudi Arabia, the flag is never flown at half mast because it bears the Shahadah. In the United States, the flag can be lowered by order of the President, or a state Governor for all federal flags under his or her jurisdiction.
