I doubt it’s a matter of a person or an organization deciding what can and can not be recycled. It’s probably borne out of technology and resources in regions. They don’t want any materials to be recycled with toxic materials or materials that will contaminate anything else that is being recycled, so that’s a consideration. Additionally, smaller areas may not have the money necessary to make sure the proper amount of materials are recycled, so they may put restrictions on some things that can’t be recycled.
