    Ultimately, it’s up to Congresspeople who vote on, write, and amend the bill. The House Appropriations Committee is especially influential, because it sets the amounts that are given by federal programs and where they go. Then, the bill goes to the House at large and is voted upon. There are also special appropriations committees within the Senate.
