Who decides how much crab fisherman can catch?

The regulations may vary by state, and the fish and game department would know the regulations specific to your state. In general, the limit is no more than two pots of crabs a day.

I agree, your state department of Fish & Game distributes information on the crab regulations, not just for recreational fishing, but for commercial fishing too. Sometimes these departments go by other names, such as the Department of Natural Resources. In New York, for example, the Department of Environmental Conservation (DEC) makes the fishing regulations, and the limit is 5 horseshoe crabs per day, and 50 crabs per day for all other species, with some limits on the size of the crab.
