Who decides how many tags to give out for each animal during hunting season?

    Usually, the US Fish and Wildlife service sets dates and tag/bag limits for the states, and then the states set their parameters within that.  A state can lower the bag count or lessen the date a season is over, but they cannot raise a bag/tag count or extend hunting dates.
