Who creates environmental laws?

Environmental laws in the US are created by the legislative branch of government, who consult with the Environmental Protection Agency. The EPA writes regulations that explain the critical details necessary to implement environmental laws, but they do not actually pass legislation themselves. On the international level, environmental law takes the form of treaties.
