Who controls waste management, the state or the city?

    The answer is both, plus counties! Cities or counties generally have their own waste programs that consist of curbside trash pick-up and disposal. States also have waste management agencies or boards that deal with the problems of waste on a grander scale — landfills, waste reduction programs, etc.
