    The EPA takes a management role in inland oil spills while the Coast Guard is responsible for spills in coastal waters and deep water ports. However, these agencies then reach out to independent contractors who perform the actual cleaning process. In the most recent example of a vessel in the Houston Channel leaking fuel oil, the owner of the vessel is responsible for clean up costs.
