The first person to measure the speed of light was Olaf Roemer, who noticed the time lapse of eclipses of Jupiter’s moons, which vary as Earth’s orbit brings us closer and further from Jupiter. A light year is simply the distance light can travel in a year; I don’t think anyone in particular “came up” with the concept.
