The Air Pollution Act of 1955 was the first act designed to fight air pollution. This act lead to the development of the Clean Air Acts of 1963. Since then amendments to the clean air act have been made in 1970, 1977, and 1990.
While no one idividual can be praised for the development of the Clean Air Act Leon Bilings, aide to Senator Edmund Muskie, is credited with writing a majority of the major provisions. Edmund Muskie was a world war ll war hero and a U.S. Senator from Maine.
