Portland has an extensive community garden presence: http://www.portlandonline.com/parks/index.cfm?c=39846

    As do San Francisco:

And LA actually has a Community Garden Council:

There are probably many, many others. Many smaller community garden efforts (e.g. http://www.veggielution.org/) go untracked and receive minimal amounts of press coverage, despite their contributions to increasing access to fresh produce and food security.

Americorps has quite a community garden effort across the country as well.
